With the rapid development of modern cities,the inland natural lakes are suffering greater development and destruction,and the negative impact on the environment is also growing,a series of environmental problems are put in front of people.The natural lakes of city have comprehensive functions such as adjusting the temperature and humidity,draining flooded,water scape,tourism,flood detention and other functions.These has an important effect on the ecological environment,and governance in this area is more important,the water environment problems have become increasingly prominent.City Lakes has its own characteristics: low flow rate,long water residence time and low pollutant migration speed.The small water capacity is caused by the above characteristics,so the intervention of human activities for the city lakes of become larger,more difficult to control pollution.And most city inland lakes in the range of human activities,compared to the city's natural lake which away from the human activities,inland lake city more vulnerable to pollution.Compared with the rivers and lakes,city lakes also have less water,small catchment area,weak water regulation ability characteristics.To sum up,the governance of city black smelly lakes is particularly difficult.Located in the east of downtown Yueyang,the Wangjia River is connected with the South Lake and is a major river in the central city.It has the common features of the urban inland natural lakes.The thesis takes the Wangjia River black smelly water as the research object,focusing on the calculation of Wangjia River amount of external pollutants and its own environmental capacity.Comparing to the pollution levels,it far beyond the scope of its own environmental capacity.It has reached serious pollution situation,not up to the water quality objectives and requiring treatment immediately.In this thesis,the methods of reducing the input of external pollutants and dealing with the internal pollution sources are put forward.The pollutants are limited in the range of water environmental capacity,and the water purification function is fully utilized to improve the water quality.This thesis describes the intercepting sewer,increasing the interception ratio and second interception,adding storage tank and artificial circulation water treatment sewage treatment plant and some safeguard measures.And the implementation of the governance effect after engineering measures was taken.The water quality monitoring data shows that Wangjia black smelly river water was treated greatly.Tongzi mountain dam upstream up to class III water quality standards;Tongziling dam downstream water quality is not lower than the IV water quality standards,and is expected to reach the class III water quality standards.It meet the requirement of water environmental function.The practice of governance scheme Wangjia River in Yueyang city can be used as a reference and basis for the inland city black smelly water governance,but also through the study of this research get the slow flow water,large lakes,water treatment engineering design method of the landscape water.
