Since the reform and opening up,rural economic and social development has been developing rapidly,and the living standards of rural residents have improved significantly.At the same time,the number of rural waste is also showing explosive growth.But as a result of government agencies and the public attention to rural garbage pollution problem is not enough,rural residents garbage pollution prevention consciousness is weak,the environmental protection infrastructure construction can't keep up with development needs,garbage disposal way backward,rural garbage pollution problem more and more serious,lead to rural production and living environment not only did not increase with the economic and social development,it has the trend of worsening.The problem of rural garbage pollution has become an urgent problem in the countryside.Take the Anfu County,Jiangxi Province as an example,through questionnaire survey,field investigation,individual interview,data access,for the upcoming county rural garbage pollution present situation and existing problems of comprehensive governance research.For upcoming county rural garbage pollution comprehensive treatment work faces "Waste with the explosive growth,rural residents and small farmers,the environmental protection consciousness is not strong,inadequate government,propaganda is not in place,supervision,garbage disposal way behind and lack of rural garbage pollution comprehensive laws and regulations" and so on questions,the author draw lessons from Anji County,Zhejiang Province rural garbage pollution comprehensive treatment,Jinjiang District,Chengdu City,Sichuan Province,garbage sorting work experience,try applying quasi public goods,the new public service,such as theory,sustainable development and circular economy from perfecting the environmental laws and regulations,improve the quality of the rural environment public service supply,expanding citizens to participate in rural garbage pollution treatment three aspects carries on the discussion,put forward the obligation of environmental right and environmental protection into the constitution,the villages and towns government environment law enforcement,city divided into districts,a rural environmental health management regulations,adopt PPP mode of rural garbage disposal service,budget tilt to rural garbage pollution comprehensive treatment and improve the villages and towns of the environmental protection organization as the coreof the pluralistic governance network,the leading cadres of the ecological environment protection responsibility outgoing audit system,improve the quality and level of the agricultural extension service,guide a trash exchange bank,guide the rural residents transforming social traditions,"raise" the funds management countermeasures,such as rural garbage pollution,in order to work for the majority of rural garbage pollution comprehensive treatment increases some lessons.
