The Eighteenth National Congress of the Communist Party of China has placed ecological civilconstruction into the Five-in-One overall layout of the cause of socialism with Chinese characteristics and called for anew era of socialist ecological civilization by building a more beautiful China.At the center is the development of an effective mechanism to balance economic growth and environment protection for greenand sustainable social development.Over the last 30 years the urban environmental management system has gone through many reforms.The outcome of these reforms was closely related to the management structure of environmental protection,personnel arrangement and responsibility,and coordination ofthe operational mechanism.Focusing on the mitigation practices of air pollution in Baoding city and reform practices of urban environmental management systems nationwide,this study applies the theories of the new public management and the external effectto the urban environmental management systemin Baoding city,to analyze the existing problems,and to proposepotential reform solutions.This article consists of five chapters.Chapter one introduces the background and purpose of this study.Chapter two defines the concept of an urban environmental management system,and explains the foundation of the theories of the new public management and the external effect.Chapter three analyses the environmental management system based on the mitigation practices of air pollution in Baoding city,and summarizes the existing problems after evaluating the operational mechanism,responsibilities,and the measures and practical effect in the current environmental management system.These problems include function dispersion and overlap,redundancy in government agencies with environmental protection responsibilities,and lack of oversight mechanism.Chapter four provides information and reference for further study by analyzing the status of the national urban environmental management system reformation after researchingthe model and experience of environmental management systems from some other cities.Chapter five presents a new paradigm for reforming an urban environmental management system by applying the new theories of new public management and external effect,which includes establishing Urban Ecological Environment Committeeand setting up subdivisions to integrate the duty of environmental protection departments and other departments of ecological protection;ensuring the effectiveness of cross sectorial collaboration by defining responsibilities and procedures and sharing information;and suggesting the formation ofa“Four-in-One” supervision and assurance mechanism.
