The haze pollution seriously affects social development and people life,so,our country,actively carry out the work of the fog haze pollution.Volatile organic compounds(VOCs),are the important precursors of secondary pollutants which cause the atmospheric environmental problems For better managing and controlling the VOCs pollution,specially for the urban scale,the construction of VOCs emission inventory for industry source is the foundation,and the management system is the guarantee.We have developed inventory and management system of the SO2 or NOX,but except VOCs.This paper is based on involved in the project that is financially supported by the national air special funding of china.This thesis innovatively developed the establishment method of the VOCs emissions inventory in industry,mainly according to source classification,data collection,data audit,total accounting.Specifically,the compiling method mainly includes selecting the source apportionment method to classify VOCs emission source,choosing VOCs online declaration system as the main source of data of VOCs,checking the form and content of data and using emission factor method as the main calculation approach of VOCs emission inventory.According to the above methods,the Tianjin VOCs emission inventory for industrial source is compiled,and it is the first comprehensive inventory of VOCs emissions.Besides we can recognize the main pollution sources in Tianjin and clarify what industry field should be upgraded to reduce VOCs emission.In the process of inventory compiling,many factors will influence the quality of the building,thus we must research the uncertainty under the basis of this compilation method,which has a relationship with accounting method,emission factor,activity level and so on.On the basis of uncertainty analysis results,a variety of calibration methods are introduced and discussed in detail.In order to guarantee the scientificity and effectiveness of the inventory,the management system of industrial emissions inventory about VOCs is formulated referred to three main process,data collection,data auditing and accounting.By setting 3 level management mode(County environmental protection departments,planning authorities,the municipal environmental protection department),we adopt the bottom-up approach to verify the data and ensure the rationality of inventory.The above management system of industrial emission inventory eventually embodies in Tianjin VOCs emission declaration system,which is an important output of this thesis.It is not only the source of the data and also a part of the management system.Moreover,VOCs online declaration system innovatively opens up an internet platform to build VOCs emission inventory and it can accelerate the pace of controlling managing on Tianjin VOCs pollution inventory.
