Research On The Government Environmental Liability In China

Along with the development of society,the human transformation of nature use has far beyond its capacity.Environmental problem has become the major obstacles restricting economic and social development.In recent years,China’s economic development by leaps and bounds,the increasingly urgent demand for environmental protection.To effectively protect the ecological environment and rational utilization of natural resources,not only to innovation technology and ideas,more important is to get the support of the strength.Special government status is the dominant force in environmental protection.Compared with the citizens,enterprises and other social organizations,the government can concentrate the wisdom,form scientific development planning,can according to the needs of the development of society,economy,culture,concentrate manpower and material resources and financial resources used in environment construction.The implementation of government environmental responsibility directly affects the results of environmental protection.However,our country government environmental responsibility legal system is not perfect,restricts the pace of China’s economic and social sustainable development.Therefore,how to improve the system of our country government environmental responsibility is our urgent need to solve practical problems.This article first introduces the summary of government environmental responsibility and the deficiency of government environmental responsibility system in our country are pointed out,through draw lessons from foreign advanced experience of government environmental responsibility system,finally puts forward the legislative Suggestions of perfecting our country’s system of government environmental responsibility.Research emphasis of this paper is to perfect our country government environmental responsibility system,it needs to be from three aspects: first,renew the idea of government environmental responsibility system of legislation,including sets up the government environmental read good governance and the rule of law concept;Second,improve legislation technology of government environmental responsibility system,including rich government environmental responsibility law,strengthen the related provisions operability and strengthening internal coordination of the legal system;Finally,the content of the sound system of government environmental responsibility,including perfect the prevention system of government environmental responsibility and system of supervision system and investigated.In this paper,the above Suggestions of perfecting our country’s system of government environmental responsibility aim to help the research and practice of government environmental responsibility in China.
