| Water shortages,water pollution and water ecological deterioration is now becoming more and more important limiting factor for socio-economic development.Although a number of measures and actions have been taken to actively guide the whole society to improve in accordance with the protection of the water ecosystem,water ecosystem management is still under pressure with the demands of high-speed developing demands.How to ensure regional water ecosystem improvement and to meet the development needs at the same time is now a significant problem for regional development planning.In this study,the impact and feedback mechanisms regulating human activities and water ecosystems have been analyzed with Strategic Environmental Assessment Method of Regional Development of water-based ecosystem services.Solutions and tools have been used to improve the water ecosystem service capacity and to promote regional sustainable development.Based on service dominant logic,this study established a conceptual model to identify the value of water ecosystem service,analyzing the correlationship between socio-economic system and water ecosystem.With which,a regional development strategy assessment method of water ecosystem service has been set up.First,the research begins with the evaluation of water ecosystem and the recognition of key stress factors based on water ecosystem.Water ecosystem service evaluation index system has been established to identify regional defect,while stress factor evaluation system based on water ecosystem has also been built to sort priority order of factors from scale,structure and efficiency of departments including industry,agriculture,domestic water use as well as water systems.On the basis of these two tasks,the paper established a regulation model of social and economic variation to predict the state of water use and pollution emit,and to simulate the improvement degree of water ecosystem services,thus serving as the endpoint of quantifying regional socio-economic development on water ecosystems.With the simulated results,socio-economic development paths have been figured out with the coordination of water ecosystem services improvement,which contributes the targeted system control and optimization measures for regional development.The study method has been applied to regions of Beijing-Tianjin-Hebei District as Regional Development Strategic Environmental Assessment.Taken 2014 as the base year,evaluation results indicate that the shortage of water resource and its maldistribution remains a specific problem.Laking of ecological water,groundwater over drafting,water quality deterioration are also the regional water treatment difficulties.Two scenarios of 2020 and 2030 have been designed with both goals of socio-economic development and the water ecosystems improving states.Regulation plans have been used with the result of priority stress factors recognition of each region.With which,simulation of water ecosystem improvement has been tested for seeking the available solution paths.According to the analysis result,suggestions of regional development have been made. |
