| The sustained high-speed growth of China’s economy is accompanied by the growing shortage of energy shortages and environmental pollution.Industry as an important part of economic development,has become increasingly serious in terms of its energy consumption and pollution emissions.For a series of environmental issues,China regards green development as the focus of future development.Beijing-Tianjin-Hebei is the third growth pole of the Chinese economy.Many environmental problems brought about by industrial development are one of the important issues facing the coordinated development of Beijing-Tianjin-Hebei.In 2015,the “Beijing-Tianjin-Hebei Collaborative Development Plan” clearly stated that key areas such as coordinated ecological and environmental protection and industrial upgrading and transfer are the first breakthroughs in the coordinated development of Beijing-Tianjin-Hebei.The producer service industry has the characteristics of high added value and high-tech content,and has an increasingly important impact on industrial development.Realizing the green development and interactive development of industrial and productive service industries has an important impact on Beijing-Tianjin-Hebei’s efforts to improve economic development efficiency,improve environmental pollution and optimize industrial structure.This paper studies the endogenous laws between economic,social,resource and environmental subsystems from the perspective of systemic thinking,and the impact of different environmental regulations on the green development of Beijing-Tianjin-Hebei industry and productive service industry.This Thesis first expounds the concept of green development and related theories.Based on this theory,it combs the main research directions and related achievements of the green development of industrial and productive service industries,and sorts out relevant literature and green development of Beijing-Tianjin-Hebei industrial and productive service industries.The status quo has established the Beijing-Tianjin-Hebei industrial green development evaluation index system and the research scope and evaluation indicators of the Beijing-Tianjin-Hebei production service industry.Then select the relevant data of Beijing-Tianjin-Hebei industrial and productive service industry development from 2006 to 2017,and use the system dynamics as the research method to divide the Beijing-Tianjin-Hebei industrial and productive service industry green development system dynamic model into economic,The four subsystems of population,energy and environment fully expounded the relationship between various subsystems,and analyzed the main feedback loops affecting the degree of environmental pollution and carbon emissions in the model.Through the structure,authenticity and operational inspection,it can truly reflect the green development of Beijing-Tianjin-Hebei industrial and productive service industry.Finally,different scenarios were set by adjusting the relevant parameters in the system model.The four types of environmental regulations,namely economic incentive environmental regulation,command-control environmental regulation,investment environmental regulation and comprehensive environmental regulation,were analyzed.The impact and impact of the intensity on the green development system of the Beijing-Tianjin-Hebei industrial and productive service industries.According to the simulation results of the Beijing-Tianjin-Hebei industrial green development system dynamics model,it is found that the green development of Beijing-Tianjin-Hebei industry relies heavily on fossil energy,and the degree of environmental pollution is expanding.It is difficult to achieve industrial green development with the current development model.Although the progress of Beijing-Tianjin-Hebei science and technology can effectively improve the industrial environmental pollution,the substitution for energy is weak,and the substitution effect is becoming weaker as the energy continues to decrease.Government investment can provide a strong guarantee for the good development of the Beijing-Tianjin-Hebei industry.It is necessary to strengthen the government’s guidance and the Beijing-Tianjin region needs more opposition to the industrial development of Hebei Province. |
