At present,the concept of incidents being valuable resources,has been accepted by many enterprises,which take various ways to encourage employees to report incidents.However many enterprises have not found the methods of making full use of the reported incidents in combination with its own management practice.The question on how to make full use of the reported incidents now has become a major problem.Petro China has always attached great importance to event management.It formulats management regulations and statistical rules,but the effect is not too ideal.This paper introduces the classic theory of event cause analysis and the way to prevent it.In combination with Petro China management practice,it analyzes the basis and deficiency of event management in Petro China.Based on the actual problems existing currently,combined with advanced domestic and foreign event cause analysis methods,this paper improves the event cause analysis model through the comparative analysis.Using current HSE system evaluation model,the new model establishes two level root cause analysis model which covers from direct to indirect causes and from indirect causes to HSE system.Meantime,on the basis of Petro China HSE Information System,this paper designs and develops Production Safety Incident Management System,which achieves the functions of event reporting,risk assessment,fundamental cause analysis,corrective actions tracking,safety experience analysis and comprehensive data statistical analysis.It helps enterprises to carry out standardized management and efficient decision-making.
