Research On The Execution Of Environmental Protection Law In Foshan City---Based On The New Envionmental Protection Law

In recent years,environmental issues have become not only a common concern,but also one of the key issues of national concerns.Foshan City is the main base of the Pearl River Delta manufacturing industry,developed industries including ceramics,metal processing,furniture and others.At the expense of environmental resources at the cost of economic development model has not adapted to the requirements of the scientific concept of economic development.Environmental pollution is closely related to people's lives,while the environmental pollution problem is more and more serious,so that to improve environmental pollution is extremely urgent.Economic development and environmental protection are relations of the unity of opposites.With the rapid development of economy,it is an indisputable fact that environmental costs is too much,the works of environmental protection is more and more severe situation.In this paper,using data analysis method to analyzes the impact on Foshan City before and after implementation of the New Environmental Protection Law,and analyzes the key and difficult points of the creation of ecological civilization city in Foshan.Then points out the current main problems of environmental administrative law enforcement in Foshan: Firstly,the law enforcement power is weak and the requirements of the new environmental law does not match the performance;Secondly,the law enforcement of the hardware and software facilities are not perfect and do not match the new environmental law enforcement requirement;Thirdly,the law enforcement means arbitrarily and the new environmental law strict Standardization of law enforcement inconsistency;Fourthly,the poor public access to information and the improvement of new environmental law ask for public participation does not match;Lastly,the illegal results do not linking with responsibility also do not match the new environmental law enforcement requirements.Under the background of the implementation of the new environmental law,this paper studies the environmental administrative law enforcement of Foshan City,analyzes the law enforcement situation of Singapore,Japan,Shanghai and Beijing by comparing the domestic and foreign environmental administrative law enforcement.According to these to provide policy reference for Foshan environmental protection law enforcement,further puts forward some countermeasures to perfect environmental administrative law enforcement in foshan city,in order to constantly improve the working efficiency of environmental administrative law enforcement,provide better protection for the local ecological environment.This paper is mainly carried out according to the following structure: The first chapter of the article introduces the background and significance of the study,the research status at home and abroad,elaborated the research methods,ideas and innovation.The second chapter introduces the related concepts and theories.Chapter 3 introduces the problems and causes of environmental administrative law enforcement in Foshan City under the background of new environmental protection.Chapter 4: Experiences of Environmental Administrative Law Enforcement at Home and Abroad;Chapter 5: Try to provide some suggestions to improving the Administrative Law Enforcement in Foshan City under the Background of Implementing New Environmental Law.
