Policy Network Analysis Of Beijing's Air Pollution Preventionand Control Policy Under The Beijing-Tianjing-Hebei Integration

Recently years,Beijing's air quality continues to deteriorate,air pollution prevention and control has become one of the most focus questions of public concern.In the Beijing-Tianjin-Hebei integrated strategic background,the Beijing municipal government has been trying to crack down on air pollution control,established regional inter-regional air pollution control new mechanism,promulgated a series of political,economic,social policies.Aspects of air pollution control policies,energy,taxation,finance and other supporting measures also has been make to protect the air quality.However,the policy effectiveness have to be improved.Beijing's air pollution control is a comprehensive problem that includes policy,economy and social aspects.The most important policy issues need to be analyzed from the perspective of public policy.This paper is to study the operation mechanism of air pollution prevention and control policy in Beijing and Tianjin,and the interactive rules of all the participants.Based on the theory of policy network,this paper combs the important policy of prevention and control of air pollution in Beijing and Tianjin and Hebei area,analysis the policy process behind.The author uses the Rhodes model of the policy network to study the policy making and policy implementation of the main body in Beijing according to the policy community,the intergovernmental network,the professional network,the producer network and the topic network,and the interactional stages of policy feedback,the problems of the actors in the interaction.This paper uses social science research methods such as literature research,investigation and research,and policy measurement analysis to find out the plight of some actors in the prevention and control of air pollution in Beijing:policy making lack of multi-entity participation,the inter-policy resource sharing between Beijing,Tianjin and Hebei is not sufficient,the monitoring data is not complete,and the information disclosure system is not enough.It also have many problems in the network of citizens,environmental protection organizations and the media,such as weak voice and lacking policy opportunities and other issues.Based on the analysis of the dilemma of air pollution prevention and control policy in Beijing,this paper designs the improvement program.Beijing and Beijing-Tianjin-Hebei region should establish a clear policy and responsibility network system to promote the normalization of interaction mechanisms and strengthen cross-border policy cooperation efforts;promote government information disclosure,improve the quality of pollution data monitoring;promote inter-regional policy information resources,sharing and strictly enforcing the law;enhancing public and environmental organizations'action and widening participation channels;and drawing lessons from Britain,EU,USA,Japan and other countries' good policies to optimize air quality of Beijing,beat the haze and make the air clear back.
