PPP Project Research On Water Environment Governance

In twenty-first Century,With China's rapid economic development,the economic aggregate ranks second in the world place.However,relying on high energy consumption and high emission growth mode,China's environmental problems are becoming increasingly prominent,and people living environment is under serious threat.Thus,the environmental pollution is imminent.Water is the Source of Life,water environment management is an important part of environmental pollution control.With the State Council promulgated the "ten water"policy officially landed,water environment treatment is expected to invest more than 2 trillion yuan and is up to the national strategic level.The traditional ways that local government raise to treat water environment has many disadvantages,such as the pressure of local government,the lack of technology and the low efficiency of management,so the introduction of new governance model is imperative.As a new financing mode,PPP financing mode bring hope to water environment governance of industrial restructuring and upgrading.PPP is a partnership between a government and social institutions in providing public goods,and it has the characteristics of profit and risk sharing.On the one hand,for a long time China's household savings rate is high,the construction of the local government has a lot of financing in infrastructure construction,while the PPP model just can give certain yield and activation of social capital to participate in the project,easing the local government the pressure;on the other hand,technology and management experience in PPP mode can better play the social professional management of water environment comparative advantage,let the government decentralization,promoting technological innovation and upgrading,improve economic efficiency.Therefore,it is necessary and feasible to apply PPP to water environment prevent.In recent years,the Ministry of Finance and the national development and Reform Commission issued several official documents to support and encourage the government and the combination of social capital,in the municipal facilities,transportation facilities,environmental protection and other public goods or public goods field of win-win cooperation,so the use of PPP financing model in management of water environment has a good policy environment.After consulting a large number of relevant documents on the basis of PPP,this paper analyzes the necessity and feasibility of PPP model of water environment governance in China,explaining the Erhai Lake sewage interception project as a case.Erhai is the city of Dali people's "Mother Lake",because of one-sided pursuit of local economic growth,ignoring the protection of Erhai water environment,Poor water quality has no improvement.The Dali municipal government to governance Erhai water environment plan investment of over 11 billion yuan,while the government has no funds.PPP model brings the hope to Erhai.The first phase of the Lake sewage interception project officially landed at the end of the construction,so far has saved over 500 million yuan of finance,shorten the duration of the project for a period of 6 months.Thus the effect is significant.The road of water environment governance is a long way to go,only by constantly exploring and innovating the investment and financing mode,the introduction of the PPP model can better control the water environment,so as to maximize the total social benefit and benefit future generations.
