China's energy production and consumption is dominated by coal,and sulfur dioxide and soot emissions by coal are accounted for 80-90% of total emissions.Emissions of major pollutants have exceeded the carrying capacity of the environment,so in order to achieve a smooth,continuous development,we must first solve the energy problem of pollution.The key to solving the problem lies in solving the pollution of thermal power plants.To this end,the paper launched a comprehensive evaluation study of thermal power project on resource environment.Firstly,based on a review of research on resource and environment performance and comprehensive evaluation methods of comprehensive evaluation system on electricity project,this paper put forward the theory of resource and environment performance,and focused on the concept of resource and environment performance and building a evaluation index system,and the problems of the current evaluation index system were pointed out.The meaning of the comprehensive evaluation and its concrete content were introduced,and the six steps of the comprehensive evaluation were pointed out,namely the evaluation object,the purpose and significance of evaluation,determining the index and the system,determining the index of the co-ordination and the same degree of quantification method and determining the weight of each evaluation index and making comprehensive evaluation.Several current commonly used comprehensive evaluation methods were analyzed including the principal component analysis,data envelopment analysis,fuzzy evaluation method.General principles of building comprehensive evaluation index system were presented from five aspects,scientific,systematic,measurable,industry,qualitative analysis and quantitative analy sis.Then,according to the specific characteristics of the thermal power project,based on the above basic principles,from two aspects of resource utilization and environmental impact and four dimensions of energy consumption,equipment utilization,pollutant emissions and pollution control,the paper selected 18 evaluation indicators.Combined with China's thermal power enterprise resource utilization status and environmental pollution characteristic,we took the data of five power generation groups in 2014 of five listed companies and three related technical transformation projects as an example to establish a comprehensive evaluation system in the four fields of resource use and environmental aspects,energy consumption,equipment utilization,pollutant emissions and pollution control,and the indicators were consistent treatment..At the same time,in order to eliminate the influence of different index dimension and the difference of numerical value,this paper made use of the three methods,the standard method,the extreme value method and the normalized method,to deal with the results of non-dimensional treatment.On this basis,sequence method,entropy method and addition integration method were used to determine the index weight,and combined with the actual situation,the combination weighting method "addition" integration method was selected to determine the weight.Then the three kinds of comprehensive evaluation methods which were nonlinear weighting,three composite index and ideal point comprehensive evaluation method were used to evaluate the environmental responsibility of thermal power enterprises,and to evaluate the efficiency of different thermal power enterprises in pollution reduction and pollution control.Finally,the sensitivity analysis of the results of the comprehensive evaluation was carried out based on the non-dimension,weight determination method and comprehensive evaluation method.The results showed that the different choice of the non-dimensional evaluation index,the different choice of weight coefficient,and the different choice of the evaluation model,were likely to result in different evaluation results.We hope this study can provide useful lessons for China's thermal power enterprises resources and environmental protection.
