Research On Multi-sector Synergy Management Of Water Environment

In recent years,China's water quality continues to be improved.But there are gaps among the water environmental quality objectives.The quality improvement of basin is still facing great pressure.It needs multi-sector synergy to jointly promote water quality.The existing system that the many departments were responsible for the water environment management cannot meet the requirements of water environmental management.The research of multi-sector synergy was needed.In view of the shortcomings of the existing research on how to achieve the synergy of the department,this paper used synergy theory that studied the common features of different things and their synergistic mechanism of emerging disciplines,to study the basic theory of water environment multi-sector synergy management.Basing on in-depth analysis of synergy theory,this paper used the theory to define and construct the concept of multi-sector synergy management of water environment.At the same time,the paper analyzed the case of Qingyi River basin(Xuchang section),which aimed to provide the analytical ideas and technical support for the research and practice of multi-sector synergy management of water environment in China.Firstly,the theoretical basis of this study was constructed.Through the research on the concept of synergy theory,the basic connotation,and the coherence between synergy and the water environment management,the synergy theory was introduced into the water environment management.The basic concepts and research paradigm of multi-sector were used to analyze the relationship and problems among departments of water environment management.It enriched the theoretical basis of multi-sector synergy management of water environment.Based on the study of synergy theory,this paper defined the concept of multi-sector synergy management of water environment and analyzes its connotation.The history and problems of multi-sectoral collaborative management of water environment were combined,and the research direction of multi-sector collaborative management was clarified.Secondly,the model of multi-sector synergy management about water environment was constructed.Under the guidance of the synergy theory,the construction ideas of multi-sector collaborative management model wascombined,the target of multi-sector management of water environment was determined and the target system was constructed.This paper put forward the idea of multi-sector synergy management model of water environment,the model of multi-sector synergy management were constructed.And its function was explained.It provided technical support for multi-sector synergy management of water environment,establishment of water environment management mechanism and design of policy framework.In the last case,Qingyi River basin(Xuchang section)is took as an example,the control status of the sequence parameters and state variables are analyzed.The structure optimization proposal of the department management and the suggestion of the construction of the institutional mechanism were made.
