Study On Pollution Control In Ordos Coal Mine Area

Coal is the most important resource in modern industrial economic,coal mine is the place of mining and treating.Coal mine environment has publicity,irrational mining in market economic has caused a certain of pollutions to Coal mine environment,market failure phenomenon,government intervening and governing as resource manager is necessary.The key of pollution control in coal mine is utilizing comprehensive measures of law,administration and technology to make preliminary prevention,mining control and governance.And the purpose of government serve as governance authority is to carry out environment protection in coal mine area,guarantee the masses' environmental benefits for realizing the harmonization of economic,environment and society.This paper comprehensively applies the methods of literature research,field investigation,department consulting to introduce the theoretical basis of pollution governing in coal mine area and relevant contents,through the general analysis of pollution problems,origin,governing status etc.existing in Ordos coal mine area,make systematic research on pollution governing in coal mine area from the following aspects:First,this paper untangles the environmental problems and pollution problems of Ordos coal mine area from multi-aspects base on the investigation of pollution governing in there,expound the remarkable results in pollution governing of Ordos coal mine,and make a further detailed analysis on the origin of pollution.Second,this thesis has formulated the existing problems in governing pollution from four aspects:blurry governing standard,government regulation hiccup,severe fund shortage,management breach.Finally,offering research suggestion of strengthening governance from feasibility aspect according to the current status of pollution governing in Ordos coal mine area:one,strengthen the leading role of government in coal pollution governing,the government should actively take the responsibility for using authority as governing safeguard.Two,adjust the industrial structure to lower the proportion of coal industry in the whole economic structure.Three,let all social circles engage in governing,collecting management funds from many measures.Four,propose lifelong maintenance system for coal mine and mine manager system aim at greening maintenance problems in coal mine.Five,governing in different regions and levels,divide governing area into three grades to govern the whole area by uniting neighbouring provinces in accordance with pollution degree.Six,make scientific research innovation for pollution governing from the aspect of improving technology.
