| With the continuous growth of the modern urban population and the development of social economy,the number of urban domestic waste is increasing year by year.At present,many cities in our country have been caught in the dilemma of "junk Fortress Besieged".In the eighteen report of the party,ecological civilization construction was brought into the overall layout of the socialist modernization drive;"The fifth Plenary Session of the 18 th CPC Central Committee" requires speeding up the construction of ecological civilization system and supervision system,and promoting the construction of "beautiful China".In 2017,with the Internet companies actively layout smart city construction,and promote the convenience of modern urban life and information prosperity.The concept of solid waste management with the core of circular economy andeco-city began to attract people’s attention.Environmental protection has a strong external effect.Due to the current domestic city life garbage recycling management is still faced with the personnel,technology and funds and other difficulties,it is often difficult to obtain good results in the restraint system of strict and effective incentives to stimulate.This paper studies the mechanism of municipal solid waste reuse and management,which is the combination of management and environment.First of all,under the guidance of the theory of circular economy and incentive theory,the definition and classification of municipal solid waste,this paper puts forward the theoretical basis of economic incentive and non economic incentive for the related subjects;Secondly,through carding and comparison of the overseas part of the city garbage reward and punishment mechanism,Summed up the stage of China’s municipal solid waste management fees are difficult to implement,the market mechanism is not perfect,the low degree of participation in the outstanding issues;Thirdly,through the analysis of the characteristics and properties of the recycling enterprises,This paper analyzes thetripartite game model in the process of waste resource management,and explores how recycling companies should make decisions to achieve a balance of interests.Fourthly,according to the relevant principles of guidance,to build the incentive mechanism of municipal solid waste,through a series of initiatives to encourage and urge the relevant recycling enterprises and renewable resources enterprises take the initiative to participate in the process of domestic waste recycling.Finally,by introducing the Sander group case further analysis in new situation of "smart city" and "ecological civilization construction",resource recycling enterprises through innovative business model,broaden the recycling channels,the formation of a unique corporate culture,build information platform,which take the initiative to participate in waste recycling and follow-up treatment,can bring economic and social benefits. |
