| The concept of distribution of emissions rights,in fact,contains two levels.The first is an interregional distribution,that is,the province according to the total amount of control requirements,doing the inter-regional level allocation.Second,the district re-assigned to the discharging unit.From the current research and practice in China,due to the differences of national and regional economic development policies,and the regional resource endowment are differences,so the emission allocation of the primary method should consider the differences of the area.Therefore,the purpose of this paper is to establish a fair and equitable distribution mechanism of emission rights,so as to reflect the differences in regional distribution and the fairness of distribution in the primary distribution of initial emission rights.The significance of this paper lies in the study is provide the initial pollutant discharge rights among the polluters distribution method,so that the total control targets in the sewage under the target of pollution reduction through cooperation,to achieve a lower cost of regional pollution emission reduction targets to mobilize the participation of the regional distribution of pollutants.In order to implement the enthusiasm to promote emission trading system smoothly implemented.Therefore,this paper through the following methods to study how to equitably distribute emissions between regions:(1)First of all,combined with the characteristics of the region itself,from the perspective of economic society and the environment to analyze the construction of the initial distribution of regional emissions of the "difference between the fair" distribution model.Through the construction of regional pollutant emission reduction evaluation system,the regional pollutant emission reduction as the target layer,with social economy,environmental quality,processing capacity as the standard layer.This paper uses the analytic hierarchy process(AHP)to analyze the economic and social situation,environmental quality and pollutant treatment capacity of the areas,and calculate the regional pollutant emission reduction evaluation factors,and obtain the regional pollutant emission reduction coefficient to fully reflect regional differences.(2)Secondly,this article breaks down the distribution mechanism of the original initial emission rights,which relies solely on the distribution mechanism of the government from top to bottom,and introduces the asymmetric Nash negotiation mechanism in game theory.The region to conduct consultations and negotiations,given the region in the province,the water pollutant emissions accounted for the province’s total water pollutant emission reduction ratio.Combined with the partition coefficient of regional differences,through the model calculation to determine the final province of the region’s water pollutant emission reduction in the province’s water pollutant emission reduction ratio.(3)Finally,through the province’s water pollutant emission reductions and through the asymmetric Nash negotiation model to determine the final area of the proportion of water pollutant emission reduction.Combined with the base year of the actual discharge of water pollutants to determine the target year of water pollution initial emission rights.Taking Jilin Province as an example,the initial emission capacity of COD was distributed in Jilin Province from 2016 to 2020.The results show that the asymmetric Nash negotiation model can reflect the regional differences in the regional pollutant emission reduction index system.At the same time to break the original simply rely on higher-level government decision-making distribution model,the proportion of the distribution of each region to each other to a certain extent,to meet the expectations of the region,can effectively resolve the confrontation,reflecting the fairness of distribution.Therefore,the allocation amount of the method can meet the total pollutant control target of Jilin Province,and meet the actual pollutant discharge situation in each region,adapt to the local economic development level and pollutant management ability,and improve the fairness of the initial emission right distribution,As well as the region to carry out the enthusiasm of pollutants emission reduction,contribute to the realization of regional pollution control objectives. |
