An Allocation Model Of Bastion Initial Emission Permits And Its Application Based On The AHP

With the rapid development of the economy, the environmental issues have become increasingly prominent and have affected the people's normal life seriously. Present, environmental problems become the bottleneck of the development of the social and economic. So, people pay more and more attention to the ecological environment protection. In our country, more and more serious pollution watershed, watershed management has been pressing. Now, emission permits trading play a big part in pollution control in foreign. China's emissions trading pilot job carried out is also impressive. But, initial allocation of emission permits is the base and premise of the current emission trading. If we want the emission trading conduct effectively, we should first ensure that the initial distribution of the just and fair. How can we ensure that the initial distribution of emission of the just, scientific and reasonable, are the current emission trading system of China's key problem.This paper paid most attention to the initial allocation in the condition of administration cell, this way can reduce the disputes of water pollution between districts. Initial allocation of emission permits is influenced by the environment status, economic development, social equity and technological level, etc. Based on the above several factors, an index system of initial allocation of emission permits was established. Thus, I established a model about initial allocation of emission permits through the AHP method. Taking Taihu Bastion as an example, considering the suggestion on emission-restriction in Taihu bastion (COD, NH3-H and TP) as a total control target, assign the emission permits to each administrative areas and finally some policy suggestions was given.Based on the analysis of the present situation of initial allocation of emission permits and reading a large amount of relevant literature, I choose AHP to establish the model of initial allocation of emission permits. This is a new method for the study of the initial allocation of emission permits of Taihu bastion, but also can be used for reference in other bastions. I hope that this paper's analysis and opinion can contribute to our country's control of water pollution.
