Research On The Content Of Safety Culture Construction From The Perspective Of Government

After more than thirty years of research and development,the concept of safety culture has been accepted by the vast majority of Chinese and f oreign scholars,and its application has also expanded from the initial nuclear industry to various fields of safety production.Although the concept of safety culture was introduced late in our country,the study of enterprise safety culture has made considerable achievements in china.In r ecent years,the o verall security situation in China is g etting better continuously,serious acciden ts but E ast yellow oil pipeline leak e xplosion,Tianjin explosion,Shenzhen Bi nhai New A rea as the r epresentative of the la ndslides and other accidents still happen fr equently and serious.On the one hand,these accidents have the problems of enterprises,on the other hand,whether the relevant government departments have imperfect legislation,lax supervision enforcement,and weak awareness of safety culture are worthy of our consideration.On this basis,thr ough the c ollection of existing information security cultur e research,to study the safety culture has focused on three aspects: Research on the basic concept of the research,cultural construction and cultural construction model of content optimization.On this basis,the paper a ttempts to make a s ystematic study of safety culture from the government's angle of view for the first time in China,and puts forward the concept of government security culture construction system.Through the research on the definition of basic concepts,the mode of cultur al construction and the op timization model,this paper c onstructs a s ystem of government security cultur e construction.From the per spective of security,the article focuses on the role of the government,the cultural influence,the space and the culture involved in the g overnment security culture.Then,the paper discusses the model of g overnment security cultur e construction.Through Holzer three dimensional model,the c onnotation,object and pr ogram of government security culture are unified in a whole,and the c ontent of each part is summarized.On this basis,combining with the enterprise safety culture construction achievements and existing cultural science,manag ement science,the basic theor y of br and science,propaganda science,the r esearch on safety culture optimization model of government perspective.The government,enterprises and society are the three pillars of the construction of safety culture,only the thr ee abreast together,can promote the cultur al undertakings for xiangrong.However,throughout the study of security culture in the country,the study of government security culture is basically in the blank.This article will content of the c onstruction of saf ety culture abstract continuous separation,refining,forming a scientific and systematic system,study the content of culture with the scientific method,in order to achieve the purpose of theory to guide practice.
