Study On The Environment Impact Assessment(EIA) Of Military Fixed Assets Investment Project And Example Analysis

Since the 10 th “five years plan”,along with the rapid development of the science technology and industry for national defense and the significant reforms in China’s military modernization,the investment amount of the military industry has been enhanced dramatically.More and more military fixed assets investment projects have been undertaken by military industrial groups and military industrial enterprises and public institutions.Referring to military fixed assets investment project,the environment impact assessment(EIA)has been carried out which has played important role in improving the standardization of project management for fixed assets investment,reducing the risk of wrong decision,predicting the environmental damage,perfecting the monitor,feedback and following evaluation.In this paper,the method of combining the theoretical studying and examples verifying was employed.After summing up the characteristics of EIA in military fixed assets investment projects,domestic and foreign research progress and development and realistic meaning,theoretical basis,work procedure and basic content were studied,the research achievements were applied in the practice following that.The guiding roles for the theories of sustainable development,clean production and environmental capacity,and system theory in EIA of military fixed assets investment projects,were studied in this paper.Finally,research and preservation condition building projects of important national science & technology specific projects were taken as an example,and theoretical research result was taken practical application in this paper.Meantime,the relative conclusions were drawn,and improvement suggestions were proposed,hoping to give some insight in predicting and assessing environmental impact on military fixed assets investment projects.
