Safety evaluation of coal mine safety have a vital role in production enterprises. Mine is a special high-security risk industry, and safety evaluation's purpose was to find and analyze the risks of production. The safety assessment methods are used to forecast the harmful factors, then reasonable and feasible safety measures are formulated to monitor the impact of hazard sources on safety production and prevent accidents. With the rapid development of modern computer science and technology,combining safety evaluation theory and computer technology can fed the coal mine safety evaluation result back to the coal mine safety production management timely efficiently and accurately. This paper studies the dynamic evaluation method of coal mine safety production which is based on coal mine safety evaluation index system and combined with the status quo of the coal mine safety monitoring system, and develops a dynamic evaluation system for coal mine safety according to the demand for coal mine safety assessment of coal enterprises in China and based on < Coal Mine Enterprise Safety Climate Index System >.According to the software engineering technology, this paper developed coal mine safety atmosphere evaluation system gradually. At the stage of feasibility study, the feasibility of system development is analyzed, and the feasible solution of system development is also explored; In the demand analysis stage,the necessary function and performance of the coal mine safety climate assessment system were determined; The overall design and detailed design which were based on the functional requirements of the system were done in the software design phase. Firstly, the system structure of the coal mine safety atmosphere evaluation system is determined, and the main function modules of the system and its data structure, algorithm and interface are designed; In the software coding phase, the system was implemented by Java and Server SQL2005,then the coal mine safety monitoring system was designed to monitor the data of coal mine safety monitoring system dynamically; Finally in the software testing phase, the target of the coal mine safety climate assessment system wasachieved.The Successful construction of this system can improve coal mine safety management level effectively and promote the construction process of safety management information system in Coal Mine Enterprises.
