Research On The Responsibility Of The Basic Level Government In Environmental Conflict

In our country,environmental conflicts caused by the conflict of environmental interests occur frequently,which has a negative impact on social stability and social harmony.The government has responsibility to research the happening of the environmental conflicts and handle the relationship between the interests of all parties in the environmental conflicts.As a level of our government,the basic level government is the bridge between the government and the people,which plays an essential role in the environmental conflicts.Therefore,understanding the responsibilities of the grass-roots government in the environmental conflicts and taking them reasonably,which has important theoretical value and practical significance.In this paper,through the analysis of the role of grass-roots government,the fulfillment of responsibility,and its accountability in the environmental conflicts,under the guidance of scientific theory,accurate positioning of the role of government,clarify the functions of the government,the establishment of effective accountability system,promote the construction of the beautiful China.This paper consists of four parts:The first part: Introduction.The main research is mainly based on the background of building a socialist ecological civilization,explains the research background and significance,summarizes the internal and external researches about the environmental conflicts,and raises the keystone of this paper.The second part: Theoretical analysis.The main definition of conflict events,the grass-roots government and government responsibility,from the theoretical basis of government responsibility theory,social conflict theory and the theory of good governance in three aspects,lay a solid theoretical foundation for this study.The third part: Analysis of the current situation of grassroots government accountability.This paper mainly discusses the status quo of the grass-roots government’s responsibility at the grass-roots level in the typical environmental conflicts in China in recent years,and summarizes its experience and shortcomings,providing an analytical sample for the follow-up study.The fourth part: Determination of liability and accountability.This part studies the basic basis,the position and the purpose of the basic level government responsibility in the environmental conflicts,the responsibility of the basic level government and the content and the safeguard mechanism of the grass-roots government.
