SO2 and NOX are the two major pollutants in China since the 11 th Five-Year Plan,which mainly come from industrial enterprises,especially from power plants.The total capacity of power plants in Guangdong were at the forefront in China.The thermal power plants are the largest contributor of SO2 and NOX emissions.Therefore,the effective control of SO2 and NOX emissions from thermal power plants will greatly promote the reduction of major pollutants in the atmosphere and improve the quality of ambient air.The aim of this paper is to develop local SO2 and NOX emission factors in thermal power plants,and to provide a scientific reference for SO2 and NOX emission reduction regulation in thermal power plants.Based on the CEMS data,the SO2 and NOX emission factors of the thermal power plants are established and the uncertainty is analyzed.The main contents are as follows:(1)With review of paper and materials,the paper discussed the limitation of traditional SO2 and NOX emission factors,introduced the development of the automatic monitoring system for pollution sources in China and the related policy requirements and supports.Then analyzed the detection and analysis technology of CEMS in thermal power plants,and expounded the quality control and quality assurance measures of CEMS daily operation and maintenance management,to provides reliable technical support and data quality assurance for SO2 and NOX emission factors of thermal power plants based on CEMS data.The emission factors developed by CEMS data will improve the timeliness,continuity and accuracy of the emission factors to overcome the disadvantages of the traditional SO2 and NOX emission factor method.(2)Through review and investigation,basic information of this research was collected the thermal power plants in the national control list in 2013 as the research samples of this study.The information collected included were choosed time,capacity,desulfurization and denitration technology and its operation time,the annual fuel consumption and power generation and other basic information.We classified the samples according to their size,fuel type and desulfurization denitrification technology.On the automatic monitoring system platform,the CEMS data such as the average concentration of the thermal power units,the flue gas emissions,the automatic monitoring equipment operation rate and the automatic monitoring data integrity rate can be obtained.With the quality checking and accepting material of the automatic monitoring equipment.We choosed the high quality data for the development of SO2,NOX emission factor.(3)The basis of comprehensive thermal power unit,within the volume of sample dataand the data quality of CEMS,finally determined to establish SO2 emission factor of thermal power plants,a total of 23,57 units,with a total installed capacity of 21.82 million k W,342 CEMS data,114 coal consumption and power generation;There are 23 thermal power plants for NOX emission factors,50 units,with a total installed capacity of 14.496 million kW,300 CEMS data,100 coal consumption,natural gas consumption and power generation.The SO2 and NOX emission factor system based on the fuel consumption and power generation was established,and the emission factors for SO2 are in the range of 0.63kg/t1.43 kg/t,0.26g/kWh0.81 g/kWh;The emission factors for NOX are in the range of 0.77kg/t4.57 kg/t,0.35 g/kWh2.30 g/kWh。And the tool of Auv Tool Pro and qualitative methods were used to evaluate the uncertainties of the SO2 and NOX emission factor systems based on CEMS data.
