Liao river Basin in Jilin province belongs to vulnerable ecological region,In this densely populated basin,human activities are intensive and natural resources are overloaded exploitation.Under the combined action of the natural and human factors,ecological environment of the study area degradation and water conservation capacity weakened year by year,which seriously affected the sustainable economic and social development of the study area and downstream,Liaoning Province.This paper analyses the early warning and control measures of Jilin province.Making a series of index system including the water environment security,the land environment security and the biology environment security.With 3S technology,based on the remote sensing image processing and the specialization of remote sensing data of space in different years,we got the time and space data by different index in 1989,2000,2008,2010,2012 years.And use the minimum cumulative resistance model to evaluation the ecological safety.The result of research shows that,there are five levels of the study area,Level 1 to 5 respectively no alarm,light alarm,middle alarm,high alarm,heavy alarm.The proportion of different level area is 2.13%、33.47%、33.85%、21.66% and 8.99%.The area of level one and level five is really small,most of the area is belong to level 2 to level 4.After the calculated by the MCR,analyses characteristics of spatial variation and laws of ecological environment in the study area.And have the result of different control measures.By setting the water quality control measure,the land control measure and the biology control measure,simulated the problem of ecological security in the study area.The reason shows that the ecological environment security alert status of study area were divided into five levels in 1989 to 2012.The worst is in year of 1989,which the area of level 1 is 4.60% of the total area of the study area and the level 5 is 48.67%.A more balanced distribution of industry in 2000,that proportion of each level is 12.13%、22.81%、27.18%、19.13%和 18.74%.The study area in 2008 warning instance markedly worse,which the area of level 1 is 9.33% of the total area of the study area and the level 5 is 40.00%.The situation of 2012 is getting better,proportion of level 5 is only 8.89%,and the level 1 is 2.13%.After control of three measures,the situation is getting better obviously.The proportion of level 1 is become22.01%,30.86% and 17.51%,and the level 5 is decrease to 8.21%,1.04% and 4.63%.According to the result of the study,aimed at the situation of the ecological safety,propose the control measures.Should be fully control of industrial pollutants,raise the level of resource utilization,implementation of hazardous waste disposal project,attaches great importance to the river regulation,comprehensive control of non-point source pollution.To strengthen the construction of environmental monitoring and ecological security early warning ability,promote the construction of ecological city,regulated the rural environment,improve the level of biodiversity conservation.This paper was supported by the project of Department of science in Jilin province.Research the early warning of ecological safety and the control measures.It is a good try of the basin ecological safety study.The MCR in this paper is not a normal method in the research of early warning ecological safety.So,it is have innovation in method selected.Provides the reference of developing the scientific method of river basin ecological security research.The research results can provide the basis for river basin ecological environment management and scientific decision-making,has certain practical value and academic value.
