Research On River Basin Ecological Compensation Model In Jiangsu Province And Its Improvement Countermeasure

With the rapid development of economy in Jiangsu Province,the consumption of environmental resources is increasing rapidly.And the water pollution incidents occurred in cross-administrative region.The mere use of legal or administrative means can't completely solve the problem of environmental resources externalities.River basin ecological compensation mechanism has become one of the new ways to improve the environment.This paper reviews the three stages of river basin ecological compensation in Jiangsu Province.It summarizes the effect and experience of ecological compensation model in Jiangsu Province.This model has some problems such as the compensation form is single,the compensation standard is difficult to determine,the horizontal ecological compensation resistance is large,the efficiency of compensation fund is limited,the cost of monitoring is high,the sector participation is not enough,and the public participation is insufficient.The main causes are the lag of relevant laws and regulations,the imperfect standard system,the immaturity of market mechanism,the single mode of government performance evaluation,the imperfect financial transfer payment system and financial capital management system,the imperfect security system and the lack of public participation channels.By contrasting the experiences of other provinces and other countries,the paper proposes Jiangsu Province to perfect the policy system of ecological compensation mechanism,improve the framework of ecological compensation mechanism,effectively manage the ecological compensation funds and strengthen the protection system.This paper provides a model reference for other areas,especially the areas with large water network and large difference in economic development.
