Research On Environmental Regulation Affecting Industrial Structure Adjustment In China

The causes of environmental pollution are extensive economy and unreasonable industrial structure in China.Adjusting industrial structure and changing the mode of economic development are the fundamental way to solve environmental pollution.Moreover,China is in economic transition period at present.It is the main task to steady economic growth and adjust the industrial structure.Can environmental regulation become the incentive mechanism of the industrial structure adjustment? What is the mechanism of action? This is the starting point and standpoint of the paper.First,this paper makes a distinction between formal and informal environmental regulation,and uses the comprehensive evaluation method to calculate the environmental regulation intensity.Then,based on the systematic analysis of the impact of environmental regulation on industrial structure,this paper analyzes the mechanism of formal and informal environmental regulation affecting industrial structure adjustment.Specifically,using the panel data of 30 provinces in China from 2005 to 2014,this paper uses panel regression model to verify the impact of environmental regulation on industrial structure.At the same time,based on the data of 30 provinces in China from2005 to 2011,the system GMM estimation method is used to verify the impact of environmental on the internal structure of industry.Finally,this paper puts forward the corresponding policy recommendations.On the strength of China's environmental regulation,on time dimension,the intensity of formal and informal environmental regulation has a tendency to increase on the whole,but the formal environmental regulation intensity rise gently,informal environmental regulation intensity increases significantly.On the spatial dimension,the intensity of formal environmental regulation is low in the east and low in the west,and fluctuates in the central area.And the intensity of informal environmental regulation shows a tendency of "east,middle and west" decreasing.The final empirical results show that formal environmental regulation has positive effects on industrial structure adjustment through enterprise entry,technological innovation and export trade.And informal environmental regulation influences the adjustment of industrial structure through five intervening variables: enterprise entry,technological innovation,consumption structure,investment structure and export trade.Meanwhile,The formal and informal environmental regulation is conducive to restraining the development of high-polluting industries.The role offormal environmental regulation in high-tech industries is not obvious,but informal environmental regulation has significantly promoted the development of high-tech industries.
