As China has made great efforts to pace up the development of the unconventional gas, the drilling operation has to promote the output of the gas and oil industry and increasing number of drilling rigs from China will join the trend. Nevertheless, the drilling operation is associated with many hazards which not only includes combustible and explosive gases but also toxic gases. Drilling operation is regarded as the key safety and environment concern for its fast-changing work locations and heavy workload. Therefore, it is a major task faced by the government, enterprises and the society how to control the drilling operation risk.First, the dissertation introduces the feature of the oil & gas drilling operations associated with its safety management system, and also analyses how safety management system runs in Chinese oil&gas drilling operation.Second, the dissertation brings up tailored safety management system for the SCJQ Tight Gas Exploration Project basing on its risk and characteristic. It has also provided systematic safety solutions for Chinese oil&gas enterprises on the development of unconventional gas resources through the integration of advanced safety system and concepts of international safety standards in oil&gas industry.Safety management system has integrated with the international HSE rules and regulations systematically in the conjunction of the characteristic of oil& gas industry, which not only ensure the oil&gas enterprises to manage the safety risks systematically but also fully comply with the regulations.Researches involved in this dissertation have support from the international safety theories. Basing on the SCJQ Tight Gas Exploration Project, it analyzes the total safety risks control during the process of drilling operation and forms a safety management system which can be well applied to the development of the unconventional gas resources. Therefore, it has provided scientific basis in terms of the safety management for the oil&gas enterprises to make sure the safety risks can be controlled within the principle of as low as reasonably practically.
