| In recent years, China's chemical industry has been booming. The industry total profit has been 47.263 billion in 2003, but in 2014 reaching 503.259 billion yuan. However, the rapid development of China's chemical industry is caused by low energy efficiency of resources, the large amount of pollutants discharge and over the signs of environmental carrying capacity. Our chemical industry has been seriously polluted.From the eco-efficiency point of view, employing BCC and CCR model of 2003--2012, China's chemical analysis results has been analyzed. First, eco-efficiency is a measure of economic activity in the creation of economic value, but also can take into account the ecological balance. Second,2003--2012 years of development of the chemical industry has experienced the end of the governance model, and recycling economy development model began to change. Third, the eco-efficiency higher reliance on large scale. Fourth, I model (input type) to better reflect the situation of eco-efficiency.According to the paper, it shows the results of the influence factors:first, external factors can explain most of the CCR model, but fail to explain most of the BCC-O model; second, the CCR model is influenced by the high scale,so the proportion of state-owned enterprises is a significant factor; third, O model is influenced by the market, the industrial policy is a significant factor.Finally, according to the factors affecting the results, the following recommendations has been given:to strengthen industry regulation, to improve the ecological compensation mechanism; to strengthen the organization and optimization, to improve entry and exit mechanism,to increase industry consolidation efforts; to strengthen technological innovation, and create a culture of innovation, investments in technology, enhanced innovation capacity; strengthen management innovation, pushing the ecological environment, the implementation of advanced management system. |
