CCUS Technology Policy Analyses And Management Researches Under The Background Of Energy Conservation And Emission Reduction

Environmental protection has been one of the important issues of shared concern to the international communities from the 20th century.Coping with the reduction of GHG emissions,which contains carbon dioxide mainly has become a world-wide problem and the research of energy-saving emission reduction technology becomes a key issue in science research gradually.Carbon capture,utilization and storage(CCUS)technology is seen as the large-scale effective mitigation measure to reduce carbon dioxide emissions.The United Nations Framework Convention on Climate Change requires that we should widely use it.The European Union and other developed countries have carried out the development and deployment of CCUS technology,for this they also formulate some related policies and laws.In 2013,the International Energy Agency(IEA)and Carbon Sequestration Leadership Forum(CSLF)amended their CCUS technology road-maps,in which emphasized that we should increase the deployment.China also began to do something to reduce carbon dioxide emission since we signed the " United Nations Framework Convention on Climate Change" in 1992.China has accelerated the research and development of CCUS technology and formulated some relevant policies of that at the same time.On the basis of analyses of CCUS technology,this paper divides into three chapters.The first chapter describes the current status of foreign countries,including international conventions,the European Union member states,other developed countries and developing countries,and then makes some data statistics with analyses about policies and lows they have made on CCUS technology.The second chapter makes some data statistics on these 169 policies for environment protecting from 1971 to 2015,and then analyses the advantages and disadvantages of policy making.There is necessary for developing this technology,whether the causes is drove by the technology itself caused by the environment or the international social influence.The third chapter analyzes the reflections and improvements about CCUS technology policy making in China.On comparing of the published policies they have made both in foreign countries and China,it is necessary to point out that there are some advantages and disadvantages on them.This paper also analyses the weakness about Chinese policies in current state,and then points out that it is need for increasing public awareness,technicists'cultivation,international co-operations and taking opinions of industries seriously.At last,this paper constructs the CCUS technology policy making and regulation on the view of management,law and finance.
