The New Environmental Protection Law Of The Environmental Law Enforcement Issues From The Perspective Of Research

As environmental issues are increasingly becoming the focus of attention in 2014, "Environmental Protection Law" conducted a more comprehensive revision, to fill a major gap in the field of environmental legislation, made a lot of more stringent administrative sanctions had not been specified However, this is considered ultra-stringent "environmental Protection law", in the implementation of specific environmental enforcement process, how to obtain success, there are still kind of problem. Research objectives of this paper is the new perspective of "Environmental Protection Law", combined with the actual environmental enforcement, compared to the status quo in other countries and learn from the experience of environmental enforcement, environmental law enforcement to study the issue.This article from a total of six parts of the study of environmental enforcement issues under the new "Environmental Protection Law" Vision to start on.The first part of the introduction, leads to environmental law enforcement issues and the second part is performed for the theoretical interpretation of the definition of environmental law enforcement issue, subject, content and objects, provide the basic content and premise this study. The third part of the Environmental Protection Act to expand our current assessment, to be discussed on its progress and remaining problems. The fourth part of this article points out the presence of new environmental enforcement, "Environmental Protection Law" vision problems and influencing factors analysis, in-depth analysis of the problems and solutions direction. The fifth section of this article describes the experience of the United States, Japan, Germany, Brazil environmental enforcement system. In the above analysis and reference basis, the paper Section VI presents specific aspects of the Perfection of Environmental Law Enforcement, including Clear basis of law enforcement and improve the quality of law enforcement body, enhance the effectiveness of law enforcement, establish and improve the institutional mechanisms for environmental enforcement.
