| Once in Urumqi is a typical "soot type" heavily polluted cities,in Xinjiang and even the whole country is one of the most serious air pollution of urban,the problem of air pollution into the important factors influencing Urumqi Economic and social development. Since 2010,as a new round of the "blue sky project" an important component part and an important measure,Urumqi,continue to implement the "coal to gas" policy,started the history of domestic scale is biggest, the construction period is the shortest of coal "gas" project,realized using natural gas as the main clean energy heating full coverage,become the first "gasification" city. Through the full implementation of the "coal to gas" policy,the air quality in Urumqi city significantly improved, air pollutants such as sulphur dioxide and soot emissions decreased significantly,the city’s energy structure change greatly,the satisfaction of the public on environmental governance improved significantly.In order to understand the deeper grasp of Urumqi city implemented the "coal to gas" policy achievements,my field research and demonstration in the course of the study,visited many people in the industry,a large collection of data,starting from the subjective and objective two aspects, select the environmental air quality, energy saving and emission reduction, change the situation of energy structure and public satisfaction survey of 4evaluation indexes, using literature research, comparative analysis and other methods, the "coal related data before and after the implementation of policy analysis to gas", a comprehensive policy evaluation conclusion, and according to the evaluation conclusion and puts forward some suggestions to improve the effect of the policy.Through careful study,we can draw the following three conclusions: To the first,to achieve the expected goal. Objectively,the implementation of the "coal to gas" policy,let Urumqi ambient air quality has improved significantly, energy-saving emission reduction achieved remarkable results,changing the heating energy structure,from the source reduces the effects of winter coal-fired heating boilers on ambient air quality,ambient air quality II level excellent days continue to increase,effective in reducing the atmospheric concentration of major pollutants; subjective. Through investigation and research,public satisfaction with the Urumqi City,the air quality of the environment to improve the increase year by year,on the implementation of the "coal to gas" policy gave a positive evaluation. The second,the need to face the existing problems. Analysis of "coal to gas" positive policy effect at the same time,combing the existing problems in five aspects of the policy implementation, including gas demand, high cost, security risks, the development of the concept is not new and continuous improvement task etc. in the evaluation.Third,to take active countermeasures. To sort out the problem and reason analysis, propose the improved "coal to gas" policy implementation effect of countermeasures and suggestions according to,guarantee a stable supply of gas source,improve the fiscal subsidy policy,ensure safety of gas heating,to explore the development of alternative energy sources,continued to improve air quality. |
