In order to prevent the environment from deteriorating, the key principle of total quantity control has put forward in the Twelfth Five-year Plan of environmental protection, and the core mission of quality improvement has also confirmed in the Thirteenth Five-year Plan of environmental protection. Under the double restraints between economic growth and environmental protection, continuous improvement of environmental efficiency is not only the long-term mechanism of pollutants emission reduction, but also is the intrinsic requirement of environmental quality improvement. Therefore, scientific monitoring and evaluation of environmental efficiency has become a meaningful job.This paper aims to establish a scientific evaluation system to monitor the operation of environmental efficiency and to promote the enhancement of environmental quality. Firstly, this paper defines the meaning of environmental efficiency and the concept of environmental efficiency climate, then analyses the mechanism of the socio-economic development on environmental efficiency and the principle of climate research, which provides theoretical support for evaluation and monitoring of environmental efficiency. Secondly, this paper use comprehensive evaluation method to improve the environmental efficiency expression, and calculate the environmental efficiency level of each province in China from 2001 to 2013, then combined with convergence tests analyses the different trends in space and time. Finally, based on the method of macroeconomic climate analysis, the index system, diffusion indexes and composite indexes of environmental efficiency climate are established to evaluate the climate level.The main conclusions from the study including:(1) in the perspective of spatial distribution, the level of environmental efficiency shows regional characteristics presented in descending order from east to west. (2) the result of convergence tests indicate that regional differences in the level of environmental efficiency show different trends over time.(3) the results of diffusion index and composite index are both in line with the realistic environmental efficiency operation, and to some extent can also predict the future performance of the environmental efficiency. (4) Climate analysis shows that regional environmental efficiency in China is nearly always sound from 2001 to 2013, however, several leading indicators must be paid attention to when running towards recession. Further steps should be also taken to achieve continuous improvement and prosperity running in environmental efficiency, such as promoting the upgrading of industrial structure, optimizing energy consumption structure, increasing manpower inputs and technical inputs, improving environmental management and pollution prevention measures.The possible dissertation are as follows:(1) Construct a kind of comprehensive evaluation model which can measure a variety of environmental load to calculate environmental efficiency level of each province in China, and use convergence tests to examine inter-provincial differences in the trend. (2) Propose the concept of environmental efficiency climate, and use the method of macroeconomic climate analysis to capture dynamic changes of environmental efficiency, which is a new perspective of environmental efficiency assessment. (3) Compile diffusion index to observe the environmental efficiency changes direction, and compile composite index to observe the environmental efficiency changes magnitude, which improves the warning function of environmental efficiency assessment.
