Study On Project Post-evaluation Of Daqing Oilfield Block A

With the rapid development of national economy,petroleum consumption of China is entering a rapid growth period;oil supply and demand gap is growing,which has become an important factor restricting China's economic and social development.The contradiction between the oil and gas production and consumption in China provides a broad market space for the development of the oil industry.And the huge scale of oil production needs oilfield ground engineering projects as the support.As the project to convert the oil and gas resources to production capacity,the requirement for the quality of oilfield ground engineering projects is different from other ordinary construction projects.To avoid the huge losses from the uncertain risks,the domestic and foreign scholars and oil enterprises gradually realized the importance of project post-evaluation for oilfield ground engineering project and had some exploration.This paper selects A block ground engineering project in Daqing Oilfield as the object,studies on its post-evaluation.This paper,based on the project characteristics,in combination with the practical situation of the project,carries out the targeted research of project post-evaluation.Through summarizing the research of domestic and foreign scholars on the project post-evaluation,based on the project post-evaluation theory and combined with the project specific situation,the paper analyzes the main evaluation indexes affecting the project post-evaluation,which includes project construction process,project economic efficiency,impact and sustainability.These three aspects cover several specific factors including the post evaluation of construction procedure cycle,project feasibility,project design and implementation,supervision units and the manufacturer,investment and benefit,environmental impact,safety production,social impact and sustainability.Finally,according to the specific evaluation results and the actual situation of the project,the paper gives the comprehensive post-evaluation.The results show that the project runs smoothly and meets the production requirements and the process of development and construction which is safe and eco-friendly also meets the requirements.Generally,the project has good economic benefits;internal rate of return is high.The investment payback period is short.The whole project with science and technology as the guide has reached the purpose of optimizing,simplified the ground construction and has improved the exploitation benefit,and all of these above results in the good evaluation.
