With the dramatically development of modern industry, mass exploration and utilization of limited resource, people pay more attention of increasing natural radiation in environment. Hunan and other southern provinces possess rich stone coal, and if exploring this stone coal effectively it has great significance to the development of local economy. The natural radionuclide of this stone coal is above the background level, if disorderly development and utilization it may lead to radioactive pollution in coal mine and its surrounding environment. What's more the production process may result in radiation on the surrounding environment and the workplace, which cause radiation hazards to occupation staff and the public. Therefore, the project of investigation and research on stone coal comprehensive utilization of radiation environment is not only helping protect the local environment, but also has important practical significance for ecological civilization construction and social development.On the basis of summarizing the previous research work, this paper establishes the research method using first-stage project of Da Tang Hua Yin fossil coal utilization as a case study. Conducting radiation environment investigation combined with the condition of project to analysis radioactivity in stone coal mine area, which was below the standard limits. For each sub-project situation, establishing method to calculate radioactive items and predicted the radiation doses of occupation staff and the public which were lower than standard limits and constraints values. Besides, this paper put forward reasonable production proportion suggestions on ash building materials, and base on this it raised feasible and economical radioactive pollution prevention measures and environmental management to analysis radiation effects of environment and workplace in normal production in the process of construction project, which proved the feasibility of the construction project according to radiation protection. The research results can provide scientific reference in the area of the design of the project of comprehensive utilization of stone coal, the decision making and management of environment.
