The coal gangue, coal slurry and middings of coal are low calorific value coal, which is the one of the biggest emissions and storage of industrial solid waste. These low calorific value coal piled up on the surface for a long time, which not only occupied lot of land, but also could cause the environmental pollution and geological disasters. Producing electricity using the low calorific value coal is one of the effective ways to comprehensive utilization of coal gangue, coal slurry and middings of coal.In this article, with the knowledge of the current resources of the low calorific value coal, especially the present utilization of coal gangue and the existing power generation technologies using the low calorific value coal in China, the low calorific value coal in Ordos and Wuhai city were studied. Based on the coal production, the existing coal washing process, and low calorific value coal production including coal gangue, coal slurry and middings of coal in Ordos and Wuhai city in2011, the production of the low calorific value coal was predicted and the construction of power plants using low calorific value coal in the western region of Inner Mongolia was also proposed in this paper. Finally, the impacts on the environment of construction of power plants using low calorific value coal were analyzed. The main conclusions are as following.The coal resources in the western region of Inner Mongolia are mainly distributed in Ordos and Wuhai city, which the recoverable reserves of coal and raw coal production were about215.7billion and5.88billion tons in the Ordos and34billion and0.33billion tons in the Wuhai in2011. Therefore, in2011, there are54.27million tons of low calorific value coal which can be used to generate power, which include17.22million tons of coal gangue,16.66million tons of coal slurry and20.39million tons of middings of coal. By2015, the forecast for533.4million tons of raw coal production will produce48.35million tons of low calorific value of coal in the Ordos, which exclude the used low calorific value coal, which can build10.8million kw generator set. Similarly, in Wuhai,12.15million tons of the low calorific value of coal can build2.1million kw generator set, which exclude the used2.5million tons.
