Research On Assessment, Prediction And Prevention Measures Of Moblie Vehicle Pollution In Panjin

Motor vehicles have been integrated into the people lives, however, to our city, the high speed increase of vehicle has brought a series of problems such as energy shortage, urban congestion, travel difficulties and frequent traffic accidents. So in the city, the exhaust gases have caused a great destruction, which could affect the health of the public and restrict the city’s healthy development. In this paper, the Panjin city was as an example for studying the growth trend of the motor vehicle ownership, and analyzing the characteristics of motor vehicle pollution in 2012.There are carbon monoxide (CO), hydrocarbons (HC), nitrogen oxide (NOx), solid suspended particulate matter (PM), and lead compound and other harmful components in the vehicle exhaust gases. So in this paper, the main physical and chemical properties, damage mechanism and damage to the human body are described in details. Meanwhile, the hazard cases of the domestic and foreign automobile exhaust pollution are listed, and the motor vehicle emissions in China are analyzed, and furthermore, the current situation and the change trend of the vehicle pollutant emissions are pointed out.Through the analysis of the environmental air quality in Panjin City, the status of the vehicle and the analysis of the economic development trend in recent years, and the growth trend of the motor vehicle ownership are predicted. According to "urban motor vehicle emissions air pollution measurement method" in 2012 Panjin motor vehicle pollutant emissions, the accounts were calculated by determining the emission factor and emission coefficient, vehicle structure, average annual mileage, annual emission coefficient and a variety of emission standard vehicles, which could find out the characteristics and rules, and then put forward the key issues of motor vehicle emission reduction.In this paper, the current policy and the standard method of vehicle pollution control, and the status of vehicle exhaust gas detection online in Panjin are described. The main problems and suggestions of the vehicle exhaust pollution control are put forward. The main problems are as follows:the existing motor vehicle exhaust pollution management of the construction of laws and regulations lag, the useless existing management system making from the new car production source control motor vehicle exhaust pollution, the imperfect control coordination mechanism for motor vehicle exhaust pollution, the facing tremendous pressure of motor vehicle retaining the quantity rapid increase of the motor vehicle emission reduction, the deficiency of motor vehicle maintenance and repair management industry and motor oil, and the lag of industry supervision ability construction. At last, the countermeasures and suggestions for these problems are as follows:strengthening the construction of motor vehicle exhaust pollution prevention and control regulations, changing the existing system and strengthening of the new vehicle type approval and production consistency check, universal exhaust BASM testing line construction, perfecting the system of environmental protection of motor vehicle inspection and maintenance (I/M), implementing in the used motor vehicle environmental sign classification management, phasing out high emission vehicles and yellow car, supporting maintenance enterprises, management and maintenance of chaos, improving fuel quality, and strengthening the motor vehicle pollution control regulatory capacity building and the development and utilization of various fuels new car etc..
