Air pollution problem is the first of the ten major issues in China, where the haze weather often occurs. Although many scholars have put forward a lot of suggestions on how to improve the atmospheric environment, there is not a complete system about air pollution. We can be sure that the air pollution mainly comes from the production process of the production of the industrial emissions. China is still in the stage of industrial development. In the past few years, some industries have been a serious overcapacity after a rapid development. Our country’s economic growth mode is still extensive. There is a large gap between our country and the developed countries in technology of some key industries. And the industry’s internal technical level is uneven. The reason is that there is unreasonable phenomenon in China’s current industrial structure and it is urgent in industrial structure optimization and upgrading.This paper mainly uses the industrial structure optimization model based on the Input-Output. The advantage of the model is that the industry can be matched with each other through a quantitative relationship. We can achieve the purpose of reducing emissions by giving priority to the development of low emission and low pollution industries, limiting or reducing the blind growth of high polluting industries. Because of the limitation of the model, the solutions need to be carried out under the assumption of certain conditions. We could finally find the first three key emission industries by optimizing the model.As to the space analysis of capacity optimization and optimization of the three industries of key emissions, referring to the specific data and the results of the relevant scholars, the three industry capacity and the discharge coefficient is reasonable adjustment. Optimization and upgrading of industrial structure is a long-term process, it is needed to gradually eliminate backward production capacity and improve the level of advanced technology.
