Chengde is a famous historical and cultural city. Its mainindustry is tourism and natural resource industries.In order to solve the problems of water pollution, Chengde pays attention to pollution abatement work and begins to prepare for the management of Chengde sewage since 1990's of last century. In February 2000, a project of the sewage treatment plant project has been included in the "Asian Development Bank loan to Hebei Hai Luan River Basin water pollution prevention and control project".In order to ensure the realization of energy-saving emission reduction targets, deliver the promise of Hebei Province, control of pollution as soon as possible, promote the utilization of sewage resources, improve people's living environment, the relevant departments of Hebei province demand the sewage treatment plant upgrading for achieving urban sewage treatment t discharge standard (GB18918-2002) in a class A emission standard. Chengde is located in the upper and middle reaches of Luanhe River, water environment not only directly affect the water problems in Chengde but also will influence the Panjiakou Reservoir condition,which affects the downstream city of Tianjin,Tangshan's water security.Based on the investigation of the natural economy geological and geographical conditions, by analysing the importance of drainage situation and planning and construction, to study and analyze the effect of sewage treatment process plant project phase two and environment. Water based on forecasting and water quality determination of one phase of the project,the two phase of the project, determine the two phase sewage treatment, advanced treatment process scheme, disinfection process and sludge treatment process.Consider vertical disk filter process aeration oxidation ditch and fiber has strong adaptability to sewage treatment in Chengde City, the effluent meet "the Urban Sewage Treatment Plant Pollutant Discharge Standard" (GB 18918-2002) specified in the A standard, can make a substantial reduction in pollution load.The construction of daily processing 70000 m3, adapte the vertical surface aeration oxidation ditch and fiber rotating disc filter process in total investment of 18,597.20 million yuan, the total cost per unit of 0.93 yuan/m3,unit operation cost is 0.68 yuan/m3, unit investment cost is 2656.74 yuan/m3.According to the vertical disk filter process aeration oxidation ditchand fiber, plant water treatment building layout reasonable and fire requirements.At the same time, the design parameters of water treatment structures and equipment of the sewage treatment plant,and analyzes the impact on receiving water quality, and puts forward themeans of monitoring.The results can provide reasonable suggestions for the sewage treatment plant operation.
