The earthquake disaster has caused great loss and harm in China,while earthquake emergency involves a large number of management elements,being in complex decision-making environment,containing miscellaneous data and information,undergoing longer feedback process.Thus improving the level of informatization and scientization of earthquake emergency management decision making is an important way to enhance earthquake emergency management capability.CBR theory simulates the process of human cognizing and reasoning,and studies how to apply the knowledge of old cases to solving new problems.There are a large number of earthquake emergency cases in reality,which contain a lot of lessons learned from earthquake emergency management.Case based reasoning has natural advantages in earthquake emergency management decision making.CBR theory mainly includes case retrieval,case reuse,case correction and case preservation.Case representation is the forerunner of case-based reasoning to express case knowledge in some form that computer system can identify.Case retrieval is the core of case-based reasoning,retrieving the most similar source case from the case base,with the purpose of reusing case knowledge.The good case base and appropriate case retrieval scheme are the key to case retrieval.In this connection,by analyzing the standard documents and examples of earthquake emergency,this study determines the factors of earthquake emergency case,then uses the ontology with semantic expression ability and reasoning ability to express the case,and establishes an earthquake emergency case ontology metadata set by reusing and expanding other ontology metadata,finally established an general earthquake emergency case Ontology representation model.The model is used to representing Sichuan Lushan 4.20 earthquake emergency case,which proves that the model availability is excellent.Secondly,transforming the ontology representation model into a two-dimensional table form under the relational schema to realize the storage of case knowledge information in the MySQL relational database,in order to manage the case knowledge of earthquake emergency ontology in large scale and to share them in the information system.Finally,a compound retrieval strategy of ontology case is proposed.On the basis of introducing ontology information query based on SPARQL,the method of ontology case knowledge retrieval in relational database based on SQL statement is introduced.It is proved that the ontology case knowledge storage based on relational database and its case retrieval scheme in case based reasoning theory framework have better operability and reliability,and the corresponding case knowledge information can be retrieved more flexibly and accurately.
