Research On Main Problems And Countermeasures Of Special Fund Management For Geological Hazard Prevention In Hechi

Hechi City now is faced up with a wide range of potential geological hazards,in which its prevention and control work is severe.With the development of economy and increasing importance attached on geological hazards prevention by the country,special funds invested by the superior finance and the finance at all levels in Hechi City have also been increased year by year in the prevention and control of geological disasters.Scientific and reasonable management and use of the fund for geological disaster prevention are not only the essential requirements of management,but also of great significance to the prevention and control of geological disasters.However,there are still existing some problems in the financial management,which can be primarily concluded into four aspects:1)inadequate investment by local governments,the lack of implementation of geological disaster special subsidies for supporting funds;2)the special funds management is not strict,censored the project budget isn't strict;3)geological disaster prevention and control Of the work into an imbalance,emphasis on governance and contempt prevention;4)attention to the initial allocation of special funds,the relative neglect of the use of funds later.Based on the theory of public management,this paper puts forward some countermeasures to strengthen the management of special funds of geohazard prevention through the investigation of the empirical analysis and literature research,meanwhile combined with the analysis of the present situation and future trend of the special fund management of geological disaster prevention and control in Hechi City.The measures are as follows: 1)Strengthen the system construction,make sure that the local government to implement the corresponding geological disaster prevention and control funds and strengthen the matter after the supervision and improve the project budget and other norms through the establishment and improvement of relevant laws and regulations;2)Strengthen the supervision and inspection,give full play to the role of government performance evaluation and departmental linkage review so as to form a special fund supervision and use of force;3)Innovation the way of going into geological disaster funds,ensure the founds adequacy;4)By enhancing the training and education of person in government departments and responsible units,it is necessary to improve the conscience of people in the standardized management and usage of special fund for geological disaster prevention.
