According to the statistics of State Oceanic Administration,in 2016 the GDP of marine industry of China is 70507 billion yuan,accounting for 9.4% of GDP.It is expected to reach15% in 2030.At present,the marine economy of developed countries accounts for more than20% of the GDP,while the United States' coastal and marine economies account for 51% of GDP and 75% of the employment rate,more than 10 times of the absolute value of our country.How to choice a suitable road to promote the further development of marine industry,marine industry investment and financing is an urgent task.In 2015,the government promulgated ? The Circular on Promoting the Cooperation between Government and Social Capital in Development Finance?,?The Circular on Further Promoting the Promotion of Government and Social Capital Cooperation Projects?,?The Guiding Opinions on Government and Social Capital Cooperation ? and other documents,.It set up a PPP work leading group to promote PPP mode."PPP" is actually the abbreviation of Public-private Partnership.The word was first proposed by the British Government in 1982.With the practice of confirmation,this is indeed a maximum benefit of the cooperation model.The project involves many industries such as energy,transportation,municipal engineering,environmental protection,water conservancy,agriculture,forestry,science and technology,affordable housing,medical care,health,pension,education,culture,sports,tourism,urban development and government infrastructure and so on.Under the current situation,PPP model can broaden the sources of funds,alleviate financial pressure of the government,promote the transformation of government functions,improve the efficiency of the use of funds and further develop marine industry.It becomes one of the best choice for investment and financing of marine industry.Based on the definition,type and characteristics of PPP,this paper analyzes the current situation and problems of financing of marine industry in China.It analyzes the feasibility and necessity of adopting PPP model in marine industry in China.On the basis of drawing on the international advanced experience,this paper puts forward the PPP model design to promote the development of China's marine industry in combination with the actual situation of the development of China's marine industry.It puts forward the application of PPP model in China's marine industry from the aspects of government construction and enterprise construction.
