Cost management is a distinctly important segment of the whole life cycle management process for offshore engineering equipment projects. It mainly consists of cost estimating,cost budgeting, cost accounting analysis and cost early warning. Based on an investigation of the current cost management situation of the offshore engineering equipment enterprises in our country, the cost management at present stage is too extensive, and the process mostly relies on managers' experience, partly as a result of the insufficient level of information management and the imperfect system of cost management. In order to solve these problems,this paper is based on MES (Manufacturing Execution System) to carry out the research on cost management system and key technologies of the offshore engineering equipment project,designs and develops relevant prototype system, and then verify the feasibility of related technologies.In terms of theoretical research, at the first, this paper analyzed the present situation of the MES field and Expert System and Neural Network Optimization and the domestic and international cost management of offshore engineering equipment project. Secondly, through the analysis of cost management elements constitution, the cost management system functional model that based on MES is established. On this basis, two key technologies,which improving the efficiency of cost management, have been proposed clearly: the cost fast quotation and the project cost structural decomposition. For the cost fast quotation, a method based on the resource prices library has been put forward, and a real effective fast quotation system has been built. For the project cost structural decomposition, in order to meet the MES requirements of cost dynamic management during the construction phase, the project cost structural decomposition analysis model that based on WBS (Work Breakdown Structure) is built, and the project cost structural decomposition method that based on BP (Back Propagation) artificial neural network is proposed. In this way, it will make the project cost structure to decompose intelligently.In the aspect of system implementation, according to analysis the demands, B/S(Browser/Server) network architecture is selected, and based on JAVA language and ORACLE database, the exploitation of cost management prototype system for offshore engineering equipment project is accomplished, and then the feasibility and effectiveness of the system is verified.
