Study On Zone Planning For China's Coastal Reclamation Management

Recently,strengthening management of sea reclamation in China's coastal area has been a general trend for its too fast area increase,unreasonable layout,low utilization efficiency,lack of ecological construction and so on.In order to improve policy pertinence,avoiding simplification and rigid uniformity of regional sea reclamation control measures,this paper has studied and carried out the zone planning for the sea reclamation management based on the coupling coordination evaluation between reclamation intensity,socio-economic level,and carrying capacity of resource and environment in coastal areas.Firstly,multi-temporal remote sensing data were used to extract the information of the sea reclamation in China's coastal area from 1979 to 1990,1991 to 2001,2002-2008 and 2009 to 2014,summarized the Coastal scale and distribution information of China in the last 30 years.It was shown that,during the period from 1979 to 2014,the cumulative area of sea reclamation in China's coastal area had reached 11508.36km2,equivalent to annual area 328.81km2,which distributed along the coast of Liaodong Peninsula,Bohai Bay,Laizhou Bay,Jiangsu-Shanghai connection area,Hangzhou Bay,as well as Pearl River estuary.Secondly,the existing coupling coordination degree evaluation model had been reformed according to the policy orientation of the sea reclamation control,and the coupling coordination evaluation model of reclamation intensity,socio-economic level,carrying capacity of resource and environment in coastal areas had been constructed using evaluation indexes which could both reflect the main factors and adapt to the information sources.Then,the 53 cities in China's coastal area had been classified as "serious imbalance","mild disorder","basic coordination" and "high coordination" zones respectively according to the coupling coordination between reclamation intensity and socio-economic level,reclamation intensity and carrying capacity of resources and environment,and had been further comprehensively classified taking account of "the high not the low" disorder level of the two kinds of coupling coordination.Finally,under the guidance of sea reclamation control policy and ecological sea area management strategy,the sea reclamation control measures for classified cities were proposed according to the regional differences in the coupling coordination between reclamation intensity,socio-economic level,and carrying capacity of resource and environment.
