Study On Marine Resources Evaluation And Application

The ocean is a huge treasure trove of resources, not only to provide products for humans, but also regulate the climate and the environment in time. We can say that the amount of marine resources and ecological environment changes will directly affect human survival and development. But most people think of marine resources is a naturally occurring for a long time, it does not contain human labor, and therefore of marine resources is of no value, resulting in a wanton exploitation of marine resources, serious waste and environmental degradation. Study on valuation of marine resources and apply, reflects marine resources production operation, the increase or decrease in its value, using and maintaining of the case, in favor of marine resources, improve and standardize the market operation, thus contributing to the asset management of marine resources, can not only help speed up Tianjin rational development and sustainable utilization process, but also maintain the marine ecological environment.This paper reviews the present situation of the development of marine resources on the basis of valuation, valuation of results of marine resources(including classification, theory and methods) are systematically summarized. Make general utility theory, utility theory of value and the theory of sustainable development as the theoretical bases for valuation of marine resources, and take the Direct Market Method, Surrogate Market Method and Hypothetical Market Value Method as the methods for assessment of marine resources. Combined with the development status of marine economic, the development level of marine resources market and accessibility of data in Tianjin, the methods to assessment the city's value of main marine resources are determined. Using the Income Capitalization Method, the economic value of marine fishery resources, offshore oil resources, marine port and waterway transport resources and sea salt resources in Tianjin are assessed, the result is 548.575 billion yuan; the use of Replace Price Method, Market Comparsion Method and Income Capitalization Method make fixing carbon and releasing oxygen value and the value of sewage treatment, species diversity values of marine resources, the result is 158.043 billion yuan; the use of Replace Price Method, Market Comparsion Method and Income Capitalization Method make scientific and cultural value and recreation ornamental social values of marine resources in Tianjin are assessed, the result is 13.493 billion yuan. Finally, combined with the current situation of the use of marine resources, based on the value of marine resources, optimal use of marine resources in Tianjin were analyzed. In regard to the problems, which exist in the process of Tianjin marine resources development and utilization, marine ecology and environment protection, valuation of marine resources assets and asset management, Tianjin must establish marine resources evaluation system based an ecological management, the fusion mechanism of marine resources' value and the marine function zoning.
