A Study On Building Of Hainan Coastal Beach Business Enterprise Management System

Being the only tropical island in China,the beach resource around the seaside in Hainan Province is very abundant.Ever since the Government proposed a national strategy of building an international tourism island,the development of coastal tourism in Hainan plays a very important role in this national strategy.Beach is the most important resource of coastal tourism,but lots of problem exist in the process of development,such as Exploitation and utilization of coastal beaches are not balanced;The environment pollution and man-made damage;less supervision on this development;no relevant beach quality standard,all of above factors will have a negative impact on the sustainable use of coastal beaches.This paper selected beach business enterprise as the research object,from helping improve Hainan beach management ability of enterprise management,further enhance the sea beach in Hainan Province sustainable development and using the perspective of the value of research to establish a scientific and effective management system.Based on the quality,environmental protection,safety management theory,on the basis of quality,environment,occupational health and safety management system as the framework,combined with the questionnaire investigation,literature research,systems analysis and case analysis,this paper starts with the current research of beach quality evaluation system in China and abroad and continues to analyze costal beach resource,environmental hygiene and overall administration in Hainan Province,follows the idea of PDCA,which is policy establishing,planning,implementation and operation and supervision and improvement.This Paper launches a further research on the management system of the sea beach in Hainan beach management enterprise in ways of beach environment administration,hygiene,safety and emergency response,medical assistance,information service and communication,complaint response,shopping and leasing management,catering and entertainment,events,special care to special group,transportation and car parking administration.By comparing and referring to most of the factors that influence beach administration,the writer conducted the research regarding the establishment of the costal beach administration system in Hainan,which finalizes the main content of the administration system.To keep the integrity of the system,the research also better covers all the influential factors to the costal beach administration.The establishment of the system not only serves as a supplement to the current coastal beach administration theory,but also a good reference to the costal beach operational and managerial organizations.From a point of view of enterprise development,through the system,standardized management,so that it can establish a good reputation in the industry,establish a good corporate image,and thus bring economic benefits.From an environment protection point of view,the promotion in beach administration will enhance the overall coastal beach resource development and keep a sustainable development to a certain extent.Starting from the angle of regional economic development and through the promotion of business enterprises in Hainan beach management level indirectly promote the beach in Hainan resources overall quality promotion,to enhance the quality of tourism services,promote the development of tourism in Hainan.
