Research On Institutional Environment Of Small And Micro Enterprises’ Development

Marketization process is deepening, relevant supporting policies and supporters for small and micro enterprises are increasing, our society is encouraging people to start their own businesses and to make innovations, all of those things show that small and micro enterprises’ development is gradually walking toward the good way. However, the bull market signal does not bring the equal opportunity on small and micro enterprises’ development, economic downturn is one of the reasons, unfair distribution of the elements, distorted incentive structure of banks, resource mismatch and so on, are more like the the reef hidden in the small and micro enterprises’ turbulent streams. The paper begins from taking a metaphor on that traffic guardrails which separate vehicles driving straight from the vehicles turning around, to reflect the separate of state-owned enterprises, large enterprises and small and micro enterprises. Combining with two aspects of high market threshold and high management risk, the paper analysed the bottleneck of small and micro enterprises’ growth, to investigate the institutional environment which is aggravating its weak position,and discussed the reasons of institutional contradictions by quantitative research, pointed out the two contradictions of small and micro enterprises’ institutional environment, namely opening industry control coexists with factor supply’s intervention, low-lying land of policy born with resources mismatch, and dissected institutional contradictions’ reasons with empirical analysis, summed up the causes in three points: short-term efficiency first, ignore the long-term efficiency; Policy support is lack of attention to the market; The top design lagged behind bottom design. Finally discussed how to set an orderly institutional equipment against disorder phenomenon in market, attempting to facilitate stable and lasting development of small and micro enterprises, and promoted the development of the national unified market through the study of small and micro enterprises’ institutional environment and market construction by extension.
