Research On Internal Control For The H Environmental Protection Bureau

In the emphasis on the harmonious development of socialism in China today, the administrative institutions as the implementation of national policy plays a guiding role. But from the point of view of the current situation of China’s administrative units exist two problems: one is its internal management level has been the lack of; the second is for risk prevention ability is weak, failed to give full play to its due function. This seriously restricts the implementation of China’s administrative units to the national policy. Therefore, the Ministry of Finance on November 29, 2012 issued the standard of administrative institutions internal control, from January 1, 2014, in the national government agencies within the scope of the formal implementation of the specification, the specification not only to the construction of the administrative institutions internal control framework provides more clear thinking, but also makes clear specifications and requirements of the frame structure. For China’s administrative institutions, in order to improve the efficiency and quality of service, the effective implementation of internal control system is particularly important. So, how to make the administrative units to establish a sound internal control system, to better achieve the mission and objectives of administrative units, has become a common problem faced by China’s administrative institutions. Especially the establishment and implementation of internal control of the environmental protection department has important practical significance to promote the development of harmonious society. On 12 August 2015 of Tianjin Port bombing caused widespread concern in society, perspective of the supervision and inspection of the environmental protection departments in this incident, from the internal control also can not shirk its responsibility, the administrative unit to fulfill social responsibility problem nots allow to ignore. The current status of the environmental protection departments within the administrative units in China is relatively low, attention degree is not enough, so after this incident, the environmental protection department of the reform of the internal control was pushed to the cusp. With the H Bureau of environmental protection department, because the internal control system is not perfect, the reform is imminent, and improve its internal control has important practical significance.In this paper, H Environmental Protection Bureau as an example, through the analysis of its internal control problems, combined with the status quo of China’s internal control of the administrative units, put forward the improvement measures and related suggestions. First of all, this paper introduces the research methods and significance, summarizes the domestic and foreign scholars on the internal control of the research results; the internal control of the relevant theory and the evolution of the process are described. Secondly section describes the relevant regulatory institutions and development status of the administrative aspects of the internal control system; Finally, this paper with H Environmental Protection Bureau as an example, on the internal control of the situation and the existing problems were in-depth analysis, found the problems existing in the internal control and put forward the corresponding solving measures and suggestions. Hope to sum up the problems existing in internal control application of H Environmental Protection Bureau and put forward the improvement measures to improve the overall level of internal control in China’s administrative units to make a modest force to promote the construction of a harmonious society.
