China is a large agricultural country, agricultural products has been a traditional export products which have comparative advantage, As one of most competitive export product in agriculture, the aquatics have been not only living in a very important positions in China’s agricultural export trade for a long time, they are also one of the most fast export growth. But in recent years, due to the quarantine of aquatic products quality inspection system is not perfect, the production technology is at relatively low level, technology regulations are incomplete, the capacity of industry associations are limited, export enterprises lack ability to cope with the TBT and other reasons, China’s aquatic products continue to be faced with the TBT, which greatly weakened the competitiveness of China’s exports of aquatic products. Export of aquatic products has become one of the most severe restrictions on technical barriers to trade in the industry, at the same time, TBT has become the main obstacle which China’s aquatic products export enterprises are faced, it has very important practical significance estimating the impact of technical barriers to trade on the export of aquatic products.The traditional empirical study valuing the effect of TBT on trade is mainly using gravity model to start, which assuming that trade barriers, GD geographical distance and other economic factors jointly have an impact on bilateral trade, but most of these studies are from a macro perspective, based on industry and trade theory, under the assumption of homogeneity of corporate conduct, and the only concern is the impact on total exports, which ignoring the effect of increasing trade cost to export product categories. In fact, the new new trade theory pointed out that a country’s export growth is mainly along the intensive margin and extensive margin expansion, while the Binary margin is generally reflected by three levels, from the enterprise level, the performance of the intensive margin is export volume growth of traditional export enterprises, while extensive margin is manifested as an increase in the number of export enterprises; from the product level, the intensive margin represent volume growth of traditional product,while extensive margin is manifested an increase of export products categories. from the market perspective, the intensive margin means trade growth between with the markets existing trade relations. While extensive margin represents the changes in the number of bilateral trade relations. Thus, according to Binary margin theory, it can come out that when the trade costs increase, trade volume will change under the combined effect of marginal and intensive extension mechanism.This paper uses the six-encoded export data of aquatic products from 2002 to2014, and measures the binary marginal of China’s aquatic products exports, on this basis, the paper makes a quantitative assessment of the TBT impact and obtains the following conclusions: Firstly, in recent years, the total growth of China’s export of aquatic products was mainly due to extensive margin, but intensive margin also play an important role in aquatic products export; secondly, TBT have a significant inhibitory effect on China’s total export of aquatic products at the perspective of intensive margin. Thirdly, economic development、Aquatic production efficiency、Index of economic freedom and international shock also have different degrees of impact on the export of aquatic products. Faced with the complicated technical barriers to trade of different of countries, our government, export enterprises and industry associations must strengthen cooperation and take all positive measures to change the unfavorable situation of aquatic products exports. On the one hand, while the Chinese government strengthen friendly cooperation with all trading countries, they should be full use of the WTO dispute settlement provisions and take legal means to deal with discriminatory violation of TBT and SPS, strive to create a fair trade environment for the export of aquatic products.Meanwhile, the government can formulate relevant policies to encourage and support aquatic enterprises to develop and innovate new product to improve China’s aquatic products export diversification. On the other hand, as the most direct actors, the export business should strengthen supervision of quality and safety of aquatic products, Meanwhile, the export of aquatic products enterprises should choose the appropriate export markets according to domestic and international economic and political environment and its own economic strength and product features, For example,for the new products which has just entered an export market, companies can give priority to trade lower cost countries(regions) as the export target, which can reduce barriers to new products entering the market. Finally, as a liaison, industry associations should maintain close ties with the government and enterprises, So as to jointly change the unfavorable situation of aquatic products exports.
