After World War II, along with the development of international trade, increased transaction costs caused by the complexity of the business rules and control provisions, causing some of the major countries calling for simplifying procedures of international trade. With China’s accession to APEC and WTO, and through active participation "Doha Round" of negotiations on trade facilitation issues, economic and trade policies have been more open and transparent, and trade facilitation has been improving all over the world.China and Central Asia countries are close neighbor with a long history of cultural links, and countries with economies in transition, in the process of economic restructuring and opening up, there is a bilateral,multilateral trade comparative advantage between each other, and expanding trade scale. However, due to "non-efficiency trade" as a kind of "invisible" barriers to market access, it restricts the rapid expansion of bilateral trade between China and Central Asia relations. Therefore, under the "Silk-road Economic Belt" construction background, estimates China and Central Asian countries trade facilitation, between China and Central Asian countries to promote trade facilitation issues, both to promote a new round of China’s continued opening up and economic development along the border The objective needs, but also the construction of an inevitable requirement "Silk-road Economic Belt" strategy.This paper reviews the relevant researches, taking into account the data to build scientific and trade facilitation index system availability, and estimates between China and Central Asian countries and the overall level of trade facilitation evolution path; subsequent analysis of trade facilitation for trade between China and Central Asian countries effects; further, simulation promoting effect of trade facilitation under the exogenous shocks of trade between China and Central Asian countries.Through researches above, we draw the following conclusions: First, China is far higher than the level of trade facilitation Central Asian countries;Second, Kazakhstan, Tajikistan and Kyrgyzstan; Second, China and Central Asian countries trade facilitation Trade Effect there are differences in trade flows, ie exports to China in Central Asia Central Asian countries trade facilitation is more sensitive than the Chinese import trade from the situation in Central Asia, on trade facilitation in each of which China’s export trade in Central Asia Dimensions are more sensitive to China from Central Asia import trade is more sensitive to trade facilitation most dimensions, but to a lesser extent the situation of Chinese exports to Central Asian countries; Third, the presence of trade facilitation between the hardware and software facilities spillover effect, in particular, compliance delays logistics services, infrastructure for import existened negative overflow and Central Asian countries to jointly suppress Chinese export behavior, the popularity of network performance delay and export procedures exist and positive spillover conduct joint promotion of Chinese imports from the Central Asian countries; Fourth, trade facilitation of trade effect on China’s exports and imports of goods are subject to industrial property and showed heterogeneity; trade facilitation Fifth, there is a prone effect for China’s export situation under the exogenous shocks, while the Chinese imports’ promoting effect is low, the effect of which promote trade facilitation hardware facilities produced more effective.
