As the saying goes, “Hunger breeds discontentment, as the mother of soil grain.” At this stage, the basic situation of our country are : First, a large population with relatively little(arable) land; Second, the quality of arable land is urgent to improve the overall; Third, the relative lack of reserve resources. In the background of economic development into the new normal, the land consolidation project is an important measure to maintain "1.8 billion acres of red line".Through the practice of 15 years of accumulated experience, the implementation of the Xinjiang autonomous region of the land consolidation project in addition to the quantity of the current cultivated land is undeniable. In rural areas of Xinjiang autonomous region public investment in land consolidation projects accounted for a large proportion. However, with the implement of land consolidation activities, the input-output and macro performance problems have been revealed. The land consolidation project in Xinjiang autonomous region lacks complete and reliable data of input and output and the basic data on macro performance. Even spatial analysis research is almost blank.According to land consolidation project parameter and statistical yearbook at the end of 2015 offered by the construction administration of Xinjiang Uygur Autonomous Region, the author studies the spatial layout of both the land consolidation project input and output and the macro performance by using the method of spatial autocorrelation, the empirical econometric model etc. In the geographic information technology. Finally, the author makes the next summaries:Using geographic information technology in the methods of spatial autocorrelation, the empirical econometric model, has been in place for 1079 of the land consolidation project input and output and the macro performance of spatial layout are studied, come to a conclusion:(1) The author introduces 85 counties and cities which carried out the data of the land improvement project in the Xinjiang Uygur Autonomous Region from 2001 to 2015. Meanwhile, in the next four basic index, such as the investment scale, the construction scale, the number of projects and the newly-increased farmland scale, the author analyzes the spatial correlation through the method of Moran’s I in the 10 th, 11 th and 12 th Five-Year Plan. Then, the author compiles the space classification diagrams by the use of the Geoda software and concludes the distribution rule in the four different periods.(2) On the basis of the implementation of land reclamation projects from 2010 to 2014, the author evaluates the macro performance and makes the next following summaries. Firstly, the performance value increased from 29.12 to 41.75. Secondly, the result of the performance value classification: the excellent level accounts for only 4.71%; the favorable accounts for 12.71%; the general level accounts for 43.29% and the poor level accounts for 39.29%.In this research, the author expresses the land consolidation project investment and macro performance input-output autocorrelation analysis, in order to further expand the research of land consolidation range. The significance of the present study is to promote the implement of the land consolidation project and to better improve the scientific research of land use.
