Research On The Income Distribution Of New State Owned Land Value Increment

With the rapid development of China’s economy, the scale of the city is expanding,and the demand for land use in the city is increasing,Therefore, a large amount of rural land has transformed into new state owned land,and convert land from low yielding farmland to high income urban land,has received a lot of land value-added benefits to meet the needs of the development of city.However, value-added income distribution problem has caused serious social contradictions. Therefore, this paper carries out a systematic research on this problem.Through the land value-added income distribution of domestic and foreign literature research, found that many problems exist in the existing research, for example,the lack of land increment benefit distribution analysis of relevant factors, land value-added income distribution model is established on the basis of the lack of model in reality is difficult to achieve.Therefore, the in-depth analysis of the added value of state-owned land mechanism, influence factors, the value-added process based, on the problems existing in the status of the land value-added income distribution and land value-added income distribution process, from two aspects of theoretical and practical data were elaborate.Based on the above, the model of land value increment income distribution is constructed between the collective and the local government.In this model, the influence of the change of the bargaining power and risk aversion ability of the farmer collective and local government on the land value increment income distribution is discussed.And in the case of land value increment income distribution of Airport New City In Xixian New Area,the parameters of the model are analyzed,and arrive at some conclusions. Finally, on the basis of analysis and summary, this paperputs forward the corresponding policy recommendations on the problems in the distribution of value-added benefits of state-owned land in China.The research of this paper provides some solutions and policy suggestions for the reasonable distribution of the new state-owned land value-added benefits, which is a positive reference for the rational distribution of the land value-added benefits.
